Teaching 101: Providing Breaks

Dear...
First, I wonder if you know what the recommended break-to-class time ratio is at HKU; if not, where can I find this information? At Lingnan and City Universities, I know the ratio is 10 minutes of break time for every 50 minutes of lesson time.

Second, I wonder to whom I can complain about certain teachers who do not follow this ratio; in particular, they do not provide sufficient break time for lessons: for example, a ten minute break for a 3-hour lesson starting at 18:00 and ending at 21:00; or no break for a 3-hour lesson. I also wonder to whom I can complain so a reminder can be sent to all teachers (instructor and professor-grade) that providing sufficient breaks is important in teaching and learning. Should I sent a note to the dean? Please advise, and thank you!

In closing, allow me to remain,
Warmly,
David Woo.
